Is it a scam

A 'buyer' says he has deposited the money in my Paypal account but gave the following message. He wants me to send his carrier £720 To arrange collection which is waiting in me account to be released.

 

it is the PayPal new policy  to safeguard both buyers and seller, so all you have to do is send the agent pick up fee and provide all necessary information to PayPal so that PayPal can verify and credit the money into PayPal account . It is as simple as that and PayPal will not release the money to the courier until your account has been credited. This is done as a commitment on the part of the seller and for PayPal to be sure that you truly sent the agent pick up fee. I hope you can now understand. You have nothing to worry about. As soon as that is done, your account will be credited with the whole money. You can contact PayPal for clarification on this. You can find their number in the confirmation email that was sent to you by PayPal . You can contact PayPal on (Removed)  or further verification,Thanks.

This is definitely a scam. We do not require agent pick up fees when you receive a payment via PayPal. Please do not proceed with this sale.
