Internal Error

When trying to accept a payment and transfer to my bank I keep getting an internal error with PP. I tried the resolution center, select the transaction (per help instructions) continue and it gives me another error saying "Unable to complete your request. We’re sorry, you can’t file a case on this type of transaction. Please refer to our User Agreement for more details." then loops me back to the resolution center in and endless circle.

You can't open a dispute if you haven't received the funds yet.
Have you confirmed your email address?
Have you linked a bank account (not card) to your paypal account and confirmed it with the 4 digit card to verify your paypal account.
Have the funds been sent in your currency ie that currency is added to your paypal wallet?
