Incorrect address on order and PayPal protection and fees

Every now an again a customer provides and incomplete address or wrong address. I'm supposed to post an order to the address given on PayPal to ensure paypal protection. So by these rules, if a customer has made a mistake in their address I have to cancel the order and get them to reorder using the correct address, whilst at the same time paying for the customers error and all the paypal fees won't be refunded. Is that correct? Or to avoid the loss of fees to post to the address they update me with, which could be a scam to get their money back from paypal. This seems like a lose lose situation and we have to take the risk. Will PayPal be proving a facility for the customer to update the delivery address prior to the order being sent out so that everyone is covered and us sellers don't have to pay for someone's mistake.
