In deep trouble: Transferred $4000 to my friend but he got only $3883.70

I recently sent $4000 to my friend. My transaction ID is : 05M2851350012852L
Here are the things I did 3 days back (Mar 13, 2021):
- logged in
- Clicked on Send & Request
- Saw my friends profile picture and name. I thought its easy. So I clicked on the name. It asked for the amount. I entered $4000.
- I clicked "Continue". I gave my address and then bank name and amount and how much I am paying - all $4000.00.
- I clicked on "Send Payment Now".
- I called my friend. He said he got a note for only $3883.70. I asked him not to accept.
Since then I sent so many messages to PayPal, called support, waited for hours, spoke for hours. Just like automatic chat responses that does not even seem to process what I am trying to say, the support people kept on saying one thing: you made payment as "Paying for an item or service", you much have opted for "Sending to a friend". I kept saying this was never the case before. How can it make "Paying for an item or service" default, neatly tug in all the details and show a naive page only to con me? My friend sent me $50 for some food expenses recently. How can it be that default for my transaction with him becomes "Paying for an item or service"? I kept on trying to explain and justify. The representative kept on repeating the same thing. She was even trying to teach me how to use the computer. Even if it was my mistake, which part of these is new to this world: Making changes to something when we realize a mistake, requesting a correction, reverting a transaction, or just a good gesture from a renowned company to keep the customer happy. It looks as if we are in a barbarian world. I am deeply hurt and I feel cheated with a trick that a corporate company plays with an individual. Sure, PayPal will grow but it has left people like me angry and upset.
I know my friend for 30 years. He never sold me anything. I never bought anything from him. One little mistake makes me so much money to PayPal for no reason?
Someone please suggest if I can do anything so I can get my hard earned money back.

Sorry, PayPal no longer refunds their fees for any reason. But all is not lost, you paid tuition for a lesson learned. Be more careful, don’t rush when sending payment next time because mistakes costs money. Your sender does not set your payment type for you. Each account sets their own defaults. If you yourself last sent out a friends and family payment, then of course the next time it will default to friends and family but you are still responsible for ensuring the payment is correct before finalizing payment.
By what you describe of your payment process you did indeed send a goods and services payment. Friends and family payment don’t have option to provide a shipping address because you're not selling anything.
