I thought sending money via paypal was immediate, but...

I sent $135 on January 27, 2020 to a guy in Indonesia for a business transaction, and it says the funds will be available on February 2, 2020. Why aren't the funds avail immediately? I sent it via my debit card. Now, I did see that when I sent the money, a message appeared, saying: "Currently there are limits to how much the recipient can send, spend or withdraw. To access the full amount on this date, the recipient can link a bank or card." Does that mean him not receiving it immediately is not my fault? Thanks for any help you can give.

Definitely possible that limits on sending, receiving, withdrawing etc affect the ability for the recipient to receive their funds instantly. Some countries have hoops that users have to jump through to receive money. A user typically has to verify their account, if not they will have limits or certain features are limited which can vary by country. PayPal accounts are getting more and more complicated to use due to gov regulations/agreements and pp policies of having to comply with them. If the recipient is a new account, PayPal may put funds availability holds on payments until the account is built up to be reliable.

 

Sellers/recipients do this to get money sooner (may not be available for some countries):

 

 1. Click Activity at the top of the page.

 2. Find and click the original payment for the item or service.

 3. Click Add Tracking Info.

 4. Select an order status.

 

Note: PayPal releases funds 24/48 hrs from delivery confirmation with courier by PayPal, if tracking info is provided.

 

Then ask buyers/senders to “confirm receipt” to release funds (may not be available for some countries):

 

1. Click Activity at the top of the page.

2. Find and click the original payment for the item or service.

3. Click Confirm Receipt.

4. Click Yes to confirm that you received the order.

 

***Not all transactions require receipt confirmation.
