I feel like Paypal put a hold on my friends account to add more fees for me

Let me explain. I have been sending my friend in Canada money to pick up books for me. It has gotten really expensive, because theres a hold over a certain amount- I would send him USD to CAD. Anyway, theres a 4.99 fee each time, and it happened over and over... So he could actually have the funds to go to him so he could use it. In this instance, is there a way I can send my buddy cash- then do a mass refund with paypals permission? Id even send the money to use as a buffer fund to refund the ones THROUGH paypal, its a nice service but after all is said and done(a dozen times this happened- vs sending all at once) I feel like I got taken advantage of. Can anyone assist me with this? I dont want to trip some weird scam alert, or worse, have my or his account jeopardized. I just dont want to pay so many fees where I shouldnt have. Any helps appreciated, thank you.
