Good morning. I created a Paypal account early this year (the account is from Argentina) and I have paypal balance (US dollars). My account was verified on April 17 th and wanted to use the money I had to pay for a work related service to a guy in Egipt(aka I have enough money to pay him). On Friday a message poppep up saying that "my preferred payment method (paypal balance) can´t be used". Anyways, I tried to pay and another message appeared sayng "payment cannot be completed due to regulations". I waited for today (April 19 th) and the paypal message balance didn´t popped up, so I proceed to pay this person and the "payment cannot be completed do to regulations" came out again. ¿Why is this happening?.
