Why I. Can't send on a family or friends.. whenever I tried it always show on payment no option I can send on a friend

I'm sorry for the inconvenience, but customer's in Qatar can't use the friends and family option.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
