I can't send money to someone

I tried to send money to someone and it keeps saying it's denied by the card issuer

If you receive an error reporting that your card has been denied by the issuer, I would recommend checking if your card can be used online and if you have an available balance. Also, please reach out to your financial institution for additional information.
