I can't receive payment from my friend

Hello, I'm from Algeria and my friend who wants to send me money also from Algeria.

Error message appears and he couldn't send me the amount of $95.

My paypal account is verified, and also his.

Paypal detected a 'risk', no one can say why they considered it a risk as only paypals security system would identify it.
