Hi, I Have A Problem With My PayPal Account, My Balance is 95 €, but I can not send money to friends make purchases, how can I solve? my account is NOT limited

Paypal is 'country specific' so advice often depends on what country you are in. As you have not added your country to your community profile or said in your post then we can't help at the moment.

So your balance is in your own countries currency and presumably the recipient is as well?

If so then do you have a back up card linked to your paypal account as well?

Have you done this.....

Click on the profile tab (icon next to log out) > Click on payments third option along on the thick blue band top of page > second down click on update next to your prefered way to pay and put a dot in one of the options listed.
