How do I speak to a live person with intelligence on the phone?

I had an overseas merchant make a "cash withdraw" on my Paypal account, when my card was the "preferred method of payment." Cost me a $10 charge, plus interest.
When I contacted paypal via site, since there is no phone number, and asked why this happened, all I got back was an email saying that my dispute has been denied because I authorized the payment.
Does Paypal not have people that can read? I never disputed the charge for the items, only the way the payment was made.
I need a phone number, if they even have one, to talk to someone who can comprehend my question.
Makes me feel that Paypal may not be as safe to deal with as I originally thought.
