How do I receive payment

Hey, My issue is with receiving payments, when someone tries to send me money using PayPal it gives this message on the sender's end "you can't send them money, your recipient can't accept payment right now" how do I solve this issue? I can send them money but I can't receive it. the money I was to receive is just $10
