Have you used that card before?

Have you confirmed the card with the 4 digit code sent to your card statement?

Does the billing address of the card match the address on your paypal account?

I haven't used that card before, I have just created paypal account but I have comfirmed the card already and the billing address of the card match the address on my paypal account.

I have used direct my visa to pay but it's not working, it said my visa is declined. I don't know why =(((((

Are there available funds on the card?

If so and you have confirmed it then maybe check with the card issuer to see why they have declined it.
