It sounds like you're asking if you need to add money to your PayPal balance before completing an online purchase or before sending money to someone. One of the great things about PayPal is that you don't have to do that!
When a bank account and/or card is linked to your PayPal account, PayPal will use your selected payment method to fund a transaction so you don't have to go through the steps of adding money, waiting for it to arrive in PayPal's System and then using it to pay for a purchase or send money to someone.
