Duplicate payment

1. I brought something online, and due to the insufficient fund in my bank account, The amount can not be charged from my bank account.  

2. Then, PayPal charged from my Paypal balance,  as my Paypal account balance will be negative. Then I transferred the money into my Paypal account from my bank account. 

3. But!!!!!!!!! Then the Paypal charged the same amount from my bank account again, which means I paid the same bill twice. 
I sent an email via the 'contact' from my Paypal homepage, but no reply yet. 
Does anyone have the same issue? Can anyone tell me who I can contact to get the money back?

Firstly, you mean bought, not brought. The words have two completely different meanings.
