Did not receive Garena Shells

While using my debit card for garena shells top up. It said transaction failed. But while checking my bank. I got charged twice. Was confirmed by the bank that it was garena who charged me via paypal.

I created this account just to say that I experienced this just yesterday and today. I used my credit card. It said transaction failed so I repeated it but I got the same message. I repeated it today to check if it's already working. It is still transaction failed. Now the bank and paypal both sent me 3 confirmation messages that I will be charged by garena/paypal. How do we resolve this?
