I cant purchase online with my Paypal account with zero balance. I have linked a debit card and a bank account. When i try to purchase following error is appearing "Check your account balance before retrying this card"
Have you confirmed your card and bank account with the 4 digit code or whatever option they have to do that in your country (as you have not said).
Secondly.....
Click on the profile tab (icon next to log out) > Click on payments third option along on the thick blue band top of page > second down click on update next to your preferred way to pay and put a dot in one of the options listed.

@kernowlass Thank you for your reply. Yes both of debit card and bank account are confirmed. I was able to purchase when i have a balance. and i went through your solution but it didnt work also, received same error. i couldnt purchase.
