Charged twice after cancelation

I have been charged twice after cancellation of eBay purchase?! The seller claims to have refunded me, eBay says the seller has cancelled order and refunded me, but in fact my nank statement shows two consecutive charged by the seller!

If you were double charged for a PayPal transaction and haven't received an expected refund from the seller, I recommend filing a billing dispute on the payment in question.
