Cannot Setup Paypal Key

On the setup page "Choose how you’ll pay", I tried every card. But when I clicked "Agree and get your key", it kept saying:

"Let’s try that again. We haven’t created your just yet. Let’s give this another go."

and

"Sorry about that. We can’t create your right now. For more info, visit the Help Center."
