I hope you are doing well.
With regards to your Order, if the seller responded that they have cancelled the Order for you, then you should be due for a refund. As eBay says in this article below, "You can request to cancel an order within an hour of your purchase as long as the seller hasn’t dispatched it yet. If it’s been longer than an hour, you can still contact the seller and ask whether they can cancel your order for you."

With regards to your PayPal payment, if the payment shows as Completed on your PayPal account activity page, I'm afraid that you cannot cancel the payment anymore. What you can do is contact the seller and ask for a refund for the payment.
However, if the status of the payment shows Unclaimed (meaning it hasn’t reached the intended recipient), therefore the Cancel button should appear on the transaction details.
