Can't make a payment, keep getting the error 'declined'

Hi, i'm trying to make a payment its about 400$, i keep getting the message "We are sorry, but we could not complete this payment, because it has been denied by the card issuer. Please retry with a different card or funding option to continue with the payment."

I linked another account and the 1$ test from paypal was deducted and refunded which means the card is accepted. i also contacted the bank and they said there's no problem or limit on my credit card.

any idea?

As you have not added your country to your profile (so we can see when we hover over your username) or said in your post which country you are in then sadly can't advise.
Paypal varies a great deal country to country so you need to tell us where you are on this worldwide community forum.
