I have been trying to make a payment on an app using my paypal account but it says declined and to contact customer service theres a problem with ur account but i talked to paypal over and over again and they say every thing is fine what can i do ?

Try signing in on a normal computer to do it and not via the app.

Short of that is customer services can't help you then sadly not a lot we can do about it.
