Is the transfer of funds from the Credit card considered Cash advance or is posted as a transaction on my Credit card ?

It seems to me PayPal won't charge a cash advance fee, just the small fee as mentioned in the url, but your credit card issuer will, plus any applicable interest, if they determine it is a cash advance purchase/transaction (not a goods and services payment to a merchant).
