Can a merchant continue to charge my acct?

I authorized a one time payment of $98. The merchant however charged $112 and has tried several times to charge me additional fees. I removed my card and bank account information and filed a dispute with PayPal. However that will take 5 to 7 business days. Of course... Is it safe to assume since all my payment methods have been removed, they cannot continue to debit the account?
