Buying Protection Query

I have been offered a set of tickets outside of eBay. Would I be covered if I sent the seller the money via PayPal and the tickets never arrived. If so do I need to ensure I have emails or evidence of what the purchase is for or how does this work. Any help would be great. Thanks Matt
