Blocking payment to trusted vendor in Russia

I buy miniatures from vendors over seas. Some are in Russia. Why would PayPal suddenly block a vendor payment with an established vendor through Etsy?

Thanks for contacting us and welcome to our community. It sounds like that the merchant has some issues receiving payments, we need them to contact us via call, email or social media like Facebook/Twitter.

This is an ongoing issue that they have. They've found that if the buyer contacts them with a specific order request + shipping, they can invoice to the buyer's paypal address, or, the buyer can login as a guest to Paypal and use a card not associated with PayPal. That's having to jump through too many hoops. For now, I'll send them my order and have them send me a money request.

This isn't good for their etsy business. In a global marketplace, we need solid solutions for buyers and sellers.
