Added Step to Payment

Just bought something on ebay with Paypal. Paypal went through the usual hoops, then at the end send me a verification code. Why did they do that? I've been a customer for many years. It was ebay, which never has had a problem with any purchase.

And what happened to to the one-touch login?

Paypal are using mobile phones for i.d requirements for logging in and withdrawal funds for extra security measures.

Then why don't they go to simple two step verification instead of using phone codes.
