CVV2 Check for Amex Always Returns X (Not Available)

We are using PayFlow with Bank of America to process our credit cards. Our store is built on Magento 2. We are using the standard Payflow payment plugins.

 

Anytime we process an American Express card, the CVV2 check returns "X", which means "N/A. Not available". This happens with any Amex cards, including ones we know are valid.

 

If we run the card manually using Virtual Terminal in manager.paypal.com, it returns a positive match for the CVV2. So the error only happens when orders are processed through the API.

 

Has anyone else experienced this issue and found a resolution? We have already debugged Magento, and we have verified that we are sending the correct CVV2 value to PayPal but PayFlow is simply always returning an X response.

 

This issue appeared sometime around mid-June. Everything worked fine prior to that. I don't really know if this is a PayPal issue, or an issue with our payment processor (Bank of America).

 

Any input or troubleshooting tips would be greatly appreciated.
