How to esculate a claim

I'm trying to esculate a claim , I clicked on the view button, but instead of it staying on the case window it automatically goes to another window before I can click on esculate the claim. I have a seller that I think is a scammer, I paid for an item and seller has not sent item or even contact me. I'd like to esculate this case, please help..
