I have a link on a website i use to sell products that use paypal to process payments. Paypay has always allowed customers to pay with paypal account or use a credit/debit card. Now when they choose Pay With Credit/Debit Card it defaults back to Paypal and must use Paypal Account or open one. Not sure if this is permanent change put before I switch providers or is a temporary glitch. Calling paypay usually never gets you a straight answer other then were working on it,
