Shipping charges only appear when a customer logs in to PayPal

I'm using Formidable Forms as a WordPress add on. I have generated a membership form which has a PayPal form action. When the user clicks on Submit, they are taken to a PayPal screen where they can log in to PayPal or just use a credit card. If they choose the 2nd option, they are just charged the membership amount. If they log into PayPal, the are also charge shipping, which is setup in the account profile.
I've posted this question on the Formidable forums as well.
How can I tell PayPal that this item doesn't have shipping associated with it?
