Issue here looks to be the currency, you're passing USD, but for India domestic it needs to be INR.

I am facing the same issue.
I am using Woocommerce with woocommerce paypal express plugin.
when I select to log in the paypal account I see "return to merchant" and when I use pay via the card I see session expired try again page.
When I tried a paypal partner company Angell EYE in woocommerce, I saw the same error but when I contacted Angell EYE guys they added their sandbox API details in my woocommerce and with that I was able to complete my order process. But again when I entered my API details its showing the two different issues:
When paypal login >> it shows>> "RETURN TO MERCHANT"
When use card >> It shows>> "Session expired please try again (old paypal page)"

Hello,
I had a account for more than 2 years paypal closed it down because they thought i was under 18 when i wasnt
so I was able to call them and make new account
IT HAS BEEN 2 WEEKS I Keep getting this error
I cant Buy anything and i"m loosing money
I Have called paypal multiple times i waited 24 hr
i waited 48 hr to let the system reset But whenever i call thry keep saying our "potato system flags it"
I dont have anymore paitence
I even upgraded to buisness account but nothing as soon as i login during a purchase i get hit with return to merchant
I tried target, walmart, adidas, nike, etc
I NEED SERIOS HELPPP @MTS_Ciaran @PayPal_Ben @PayPal_BJ @PayPal_Liz

Seems one of my colleagues picked up your ticket and sent over an answer, the issue looks to be related to the country, DR of Congo is not supported for receive payments.
