Well, seems this problem has been going on more more than two years. They obviously don't care since every post I've gone through on this subject has never had any replies from the company itself. I wish I knew how to fix it, but I don't. I'm sure Sony or PayPal would, but they obviously don't give a crap, and even made it harder by forcing you to submit a debit or credit card if you try to select the PayPal option on the PlayStation website. So good luck on getting any helpful information.
