Paypal button creator no option to use shipping settings?

I have my shipping calculations set up for domestic and international.  I use paypal checkout and create a button.  There is an option to specify shipping cost but no option to use shipping calculator.  I must have missed something.  What do I need to do to enable shipping costs from shipping calculator?
