PAYPAL IS CLAIMING I CANCELED A PAYMENT TO SELLER WHEN I DIDN'T

Hello,
the seller i bought an item from on ebay is claiming that he received an email from paypal stating that i tried to unclaim the money that i sent him through ebay/paypal payment. he sent me screen shots of the emails and it is stating that i canceled the payment, which I would never do. Now the seller thinks i am scamming him and he sent me back a refund through paypal. it shows as payment denied and now i am refunded.
i have no idea what's going on here and cannot get in touch with paypal customer service cause of the COVID19 situation, there is zero phone staff available. ANY IDEAS OF WHAT'S HAPPENING HERE??
