To resolve the issue, I would suggest to please contact your website developer or the support of your third party platform(eCommerce) to cross check your website integration(HTML button code) and pass the valid payment API request to PayPal system.
Also, cross check sandbox button code/payment request and pass valid sandbox"business" value.
Sandbox PayPal ID or Sandbox PayPal Primary/Confirmed email address as "business" value.
