Error 13122 in payments from shopify ecommerce website

Hello, I’m a new business , just opened an ecommerce in shopify and linked the paypal payment provider with my personal credit card, just for testing purposes. But the payments I make faile with error code 13122 User agreement violated. Anyone know this issue? Is it related to the bank credit card or with any error from API? Thank you for your support

I have the seam thing Error 13122, only my set up is not on shopyify my store is on woocommerc, is there any explanation how to fix it ?

I have the same error also in WooCommerce
I'm using sandbox for testing,
if I changed the country of buyer and seller to USA , it just works, if I use my country it gives me the error 13122
any help?
