I have a limitation on my account because there is another account with my identity. I have tried forever to resolve this issue but I am having tons of problems. I have money in my account that is being withheld until issues are resolved. Can anyone give me any advice?

Unfortunately, we don't have account level access to remove the account limitations.
I request to please refer the guide link to remove account limitations.
Please check with PayPal Customer Service via this link (then choose at the bottom one of the contact methods - email or phone). They will be able to assist and provide more details on this topic.
