Can i make it so my users cannot edit and change the catalog? Can't seem to not allow that.

Welcome to the community.

At this time, different sub users will be able to add and amend items in the catalogue. There is no way to restrict this I am afraid.

We will pass this feedback to the PayPal Here team directly.
