why can't i pay on my smart connect card with a credit card?

I bought something on my smart connect card (first time i've used it) and now my paypal won't let me pay it off with my credit card? What do I need to do?

In payments towards the credit product.. you will need to link a bank account to your paypal account to funding the payment transaction.. alternatively you can mail payments to PO BOX 960080 ORLANDO FL 32896 or make a payment over the phone at a cost of $15

I have not been able to do this either.  I have searched high and low for some way to do it...The mail in option is for check payments only, as noted on the invoice itself.  I'm sure the phone payment option can accept a CC payment, but, sheez! $15???  Only other option I can think of is to actually call and speak with an overseas call center to try and get the fee waived...
