Error Message 3500?

Can anyone explain why I am unable to pay for some but all of my ebay transactions yesterday and today through paypal? I always change to my Visa in th checkout process, there is no problem with my Visa, ie; credit limit or expiration. But I have been thwarted from paying on two different items and it's making me crazy. What is happening? I have never had a problem before, have been a paypal user for years...

I paid my credit bill for pay pal two times and it finish processing.
