I agree with you, and getting an answer from paypal isn't easy.

Hi steviej99 and bomingo,

You should have definitely received your card in less than a month.  A welcome kit should arrive with the PayPal Extras MasterCard within 7-10 business days after you're approved.  If it has not arrived within that time, I recommend contacting the Credit Service Center.  They may need to resend a replacement card if the first one was lost.
