Replacement debit card numbers don't match old one

I got my replacement debit card and cannot activate it because it is not the same number as the old one.  Why is that?  How do I talk to someone at Paypal to fix this?

A reissued card will typically have a new number. To activate it, follow the directions you received for activation in the mail, or in this Help Center article.

If you have difficulty, you can call the number on the back of the card and speak with a representative, who can help you from there.
