Debit Card backup method doesn't work

I just went to my local back to withdraw $150 from the ATM with my PayPal debit card (it turned out I had $145 in my PayPal account) and the transaction was declined.  I then tried to withdraw $140 from the ATM with the same PayPal debit card and it worked.

So, OK...

Later on I check my email and there's a message from PayPal that states "To help prevent this from happening again: Add a backup payment method"

Well - I do have a backup payment method - my biz checking account - and it has mucho $ in it.  The backup is recognized by PayPal and the backup limit is $400. 

So what the **bleep** is going on here?

I have also had the same problem. At target for instance, I can not use my paypal card if there is less than $5 in my paypal account, even though my backup has a limit of $1,000 and my bank account has no problem covering that amount. Yet I can go to Walmart and charge any amount with $0.00 Paypal balance and the instant backup transfer works fine.

I wanted to start using my Paypal debit card to pay my rent since Bank of america is charging fees soon and I am leaving them. I've tried to use my Paypal to run the transaction twice and my PP debit was denied BOTH when I had suffiencent funds in backup account AND when I had sufficient funds transferring to Paypal. 

I really don't like that Paypal "claims" to need 5 days or more to sit on my money AFTER they withdrawl it from my bank account. I find it really annoying that my money is completely unaccounted for for days on end while I wait to make purchases. 

I do not know any way around waiting. Back Up Funding does NOT always work. Why? I'm not sure and never received a solution from Paypal.
