PayPal Credit is virtual credit line, no plastic card.
PayPal reserves the right to restrict the use of the credit line depending on the circumstances of your transaction. If PayPal Credit is not offered, it is recommended to use another linked method to complete transaction. PayPal Credit is integrated into the checkout system and it evaluates your account and decides whether to offer it as a funding source or not. If your account is new, perhaps you have to make a few successfully completed transactions with no disputes with your linked funding sources to give transaction history for the system to evaluate and offer you PayPal Credit in future purchases.
