If you are in the UK, personal payments cannot be sent using PayPal Credit.
If you're in the US, PayPal reserves the right to restrict use of the credit line depending on the circumstances of your transaction(s). If PayPal Credit is not offered, then it is recommended that you use your preferred payment method instead. PayPal Credit is integrated into the checkout system and uses a risk model to determine whether to restrict or approve transactions in general so it may not be offered on every transaction.
