Paypal charged me $5 for the auto transfer that happens at the beginning of each month. I know it's free but they treat me as if I requested this amount in the middle of the month? It's not the bank fee. It's paypal fees.
If you are certain you did not make a manual transfer and it was an automatic transfer made by PayPal then message PayPal customer service requesting a refund.
Click Help at the top menu and click "Message Center" to message PayPal customer service.
