I am about to buy an iPhone 7 from ebay with monthly installments. On ebay it says that I will pay 12.27 for 24 months, but on the bottom of the menu it says 17% APR. I can only afford 12.27 per month.. so does this 17% add to the 12.27 so im actually paying 14.35?

That Standard APR will kick in if for some reason you don't pay it all within the 24 months.
The 17.9% APR illustrates the typical cost of using PayPal Credit as a standard funding method. If you take advantage of PPC's offers and promotions, the interest rate that applies will be lower in many circumstances.
