When I try and buy using pp credit it goes to my PayPal account to take it from my bank? Not the credit even though it's set to be the preferred used?

It may be set as your preferred funding source but that does not mean that the seller offers that method OR that paypal always offers it at checkout.
You can use it if its offered at checkout.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
